Noel Cleaves

Noel has over 20 years’ experience in local government initially as an Environmental Health Officer and then as a manager of a range of community and urban environment services.

In 2000, he joined the Victorian Department of Health & Human Services to work on Victoria’s emerging Legionella risk management program following the Melbourne Aquarium outbreak.

He wrote Victoria’s cooling tower risk management guidance document.

He has management responsibility for Victoria’s Legionella risk management program as well as the regulation of radiation safety and the use of chemicals by pest controllers.
